I just got a new parakeet and I am wondering if i need to guide or show it where to eat and drink in the cage?

I just brought it home today and the food and water containers have little ledges for him to sit on while eating or drinking? Does he know this on his own, because he hasnt eaten or drunken yet as far as I know. There is also a hanging treat, a cuddle bone, and an edible tree branch perch for him that he hasnt seemed to show any interest in. Does he know what these are for on his own and just not interested or do I need to show him somehow? The little food and water dishes are kind of lower down, would it be easier for him to hop up from the ground in his cage up to it or to hop down from one of the wooden perches. I am trying to figure out the best way to space everything out.
