Okay so i got a couple questions?

okay so i was wondering if im from long beach can i say i was born in L.A. also what do you guys say city like la mesa or county like san digeo i say san diego? and another thing my hair looks black insiade with some browness to it but not alot but outsidfe it looks dark brown what color would it be????????
